Repurposing the HHS Workforce: Lessons from the Field

In the wake of significant changes to modernize the administration and delivery of public assistance (or health and human services) programs like Medicaid and SNAP, states and local agencies across the country have simultaneously focused on modernizing the business processes of the health and  human services they often jointly administer. What does this mean for the current and future workforce of these agencies? What strategies have been/are in place and have shown to be effective in handling these changes?


Hear from three county directors about their efforts to modernize their agencies, the strategies used to help facilitate changes in their workforce and ultimately impact the communities served.

Operational Readiness Workshops

Rollout of the Economic Benefits Integrated Manual Income Section

This webinar addressed the Integrated Eligibility Manual concerning the following programs:

  • Medicaid Aged, Blind, and Disabled;
  • Medicaid Family and Children;
  • NC Health Choice);
  • Food and Nutrition Services (FNS);
  • Work First (WF)
  • Refugee Assistance (RA), Subsidized Child Care (SCC), Special Assistance (SA) and Energy Programs (EP)

The policy content and the format has changed dramatically and will be located at a different web address.  The goal of the webinar is to introduce counties to the income section of the integrated policy manual as well as introducing the new format.

Data Toolkit: Part One

DHHS hosted a webinar on March 5, 2013 to help counties expand their data expertise and maximize the data toolkit. The webinar helped North Carolina’s County Departments of Social Services: (1) easily find data that is pertinent to decision-making; (2) understand how to interpret those data reports in a way that can be more meaningful; (3) build county-capacity for managing with a data-driven practice.   • Social Services Institute – Presentation slides from the WSS sessions at the 2012 NCACDSS Social Services Institute, including
    • County Best Practices – This session featured presenters from six counties (including Buncombe, Caldwell, Cherokee, Cleveland, Duplin, Forsyth, Orange, and Robeson, discussing a variety of best practices.
    • Practice Model – This session introduced the statewide practice model, which establishes common goals and   indicators for North Carolina's 100 counties.
    • Data Toolkit – This session introduced the data toolkit, developed to help counties make effective use of data for strategic and operational decision making.
